How many municipalities in each area have something on record, measured against what each source has published. The gaps are counted like everything else: a municipality with nothing on record appears here rather than dropping out of the total.

Why there is no single percentage

No overall coverage percentage is published, because there is no honest one. A municipality whose ordenanzas are on record and one that appears only in the index answer different questions, and any average of the two measures nothing. So the four counts are given separately, over the same municipality total, and the adding up is left to the reader.
